The rapid development of road infrastructure in Kupang City is often challenged by premature pavement damage, as observed on Taebenu Street. Public awareness and community participation in temporary road maintenance remain low, leading to prolonged safety hazards. This Community Service (PKM) activity aims to increase knowledge regarding types of road distress and to train local youth (Karang Taruna) in executing proper emergency repairs using Penetration Macadam (Lapen). The method used combined classroom-style technical education and hands-on field practice. The results showed a significant increase in the youth's capacity to identify pavement damage and a successful community-led emergency repair using Lapen on critical sections of Taebenu Street. This initiative directly minimized traffic risk, provided better durability than loose aggregate fill, and fostered public technical self-reliance in infrastructure maintenance.
